On Earth there are humans with special powers. Only these people are not treated with the luxury like The Justice League and The Avengers. The humans are hunted down by the government and given a mandatory surgery. Most die.

One particular human is Wish. His power is what he created comes to life. He creates a city that other special people can come and be safe. When he makes this city a creation from his past is given freedom to live freely as well, Fiend. Fiend is a monster. He loves the dark, relishes the shadows, and eats human brains.

Seraphim is another special human that wakes up and finds himself in a dark alley, far from the last remnants of reality he remembers. Once he crosses over into this realm Fiend knows it, and he wants Seraphim’s brain, but first, he desires to play with his food.

It’s not a love at first site for either Seraphim or Fiend but rather a mutual need for the other that grows quickly as they begin to truly understand the other until Seraphim starts to get encrypted clues. And where is Wish? This is after all Wish City.
